Hi, I've been trying to create a new material system for a server and I've had difficulty figuring out how to layer VTFs, I haven't been able to find what I need so far.

I need to be able to layer one VTF on top of another through VMTs, as shown in the picture below. Already tried a few things such as UnlitTwoTexture but the textures multiply instead of being placed directly onto another VTF (looking for an effect similar to a decal, but for a handheld object). I'm hopefully going to apply a basic colour shift animation to the block colour, so layering will save a lot of space in comparison to baking an animation directly in to one VTF. Does anyone have any ideas?
