Question Solved

This Question was answered and a solution was chosen.
I just started modding Ultimate this week. I dumped the data.arc while on the newest ssbu patch. It split into 4 pieces nameb 00, 01, 02, and 03. I have used two different methods seen on this sight to combine them into a data.arc file. Both methods do create a file but the file size is very small compared to the original four files. When I try to open the data.arc with Cross Arc I either get the error "Exception of type 'System.OutOfMemoryException' was thrown." or the error "Unable to read beyond the end of the stream." Any help would be appreciated.

If you're using command prompt, it does take a while, even though it looks like it's doing nothing.
Wait a few minutes after executing the command, and it should do the job.

If the file size is smaller then you aren't letting it finish. The Command Prompt command listed in the Q&A of the guide works just fine.
