Does HL2 have Localized Developer Consoles? - A Question for Source Engine

This Question was answered and a solution was chosen.
If I were to live in Russia and were to download a Russian localization of Half-Life 2, for example, would the developer console still explain itself in English? Would I still need a keyboard that could type the Latin alphabet, because the game would only understand the original English cheat codes or console commands?

My intention is to make one of my mods as language neutral as possible. I won't feel as bad about creating English aliases or output messages if the developer console only relies on English.

    as far as i know, every localization uses the english cheats

    Console commands are entirely in English. You'll need a standard US-EN or GB-EN keyboard, or you can use Windows' On Screen Keyboard in a pinch. Hit WIN+R and type osk.
