will break enemy AI < this bruh are you sure you didnt mix anything in wuwa game folder that cause something something you know :3 anywhere im sure it just some random internet lag delay or whatsoever.
first run on Fleurdelys will stutter < no idea but if amd every new driver install need building cache for the whole gameplay only after you restart it will run smooth, maybe or so.
are you using xxmi launcher?
try run xxmi fresh no mod and see what happen if it still stutter you might want to check xxmi setting
