In this tutorial I will explain to you how you can edit textures in Photoshop, of course 3DS Max is needed because we need the .obj file from the exporting part.     GTA5's modding overall is literally in the alpha version, so easier and faster modding will come with time (just like it did with San Andreas' .txd files back in those days), but for now this is one of the best ways to do it just like you said.

    I did it this way because this is probably the best way to edit in Photoshop itself, so you can paint on the model in Photoshop and in the texture window it gets edited automatically too this way you know exactly where to texture.

    Well, this is one of the ways you can do it. There are many others. One is explained in a video tutorial (check the tutorials section). Another way to edit textures is by following this tutorial.
