How to make a simple tape texture in Paint.NET
- A Tutorial for Team Fortress 2.
Today I will show you how to make a quick and easy tape texture that doesn't stand out too much from the TF2 art style
First Step

Open up Paint.net and open your texture you want to edit
Step Two

Next set your line tool to have blocked off edges and make the width whatever you want it to be
Step Three
==================
Make a new layer over the image and simply put a bar, then repeat a couple of times in a cascading pattern
Step Four
==================
Make a new layer under the first bar and widen your line tool by 5 and put a BLACK line underneath the original line
Step Five (The Complicated Part)
==================
Blur the black bar with the gaussian blur, I find that a setting of 29 works best for lines that are 50-55 in width
Step Six
==================
Now go back to your original line and apply the oil painting effect brush size and coarseness maxed out
Step Seven
==================
Merge the layer down onto the black line
Step Eight
==================
Add noise (intensity 15, saturation 25, coverage 100)
Step 9
==================
REPEAT! :D. Although it is easier to do multiple lines simultaneously

Last screenshot is finished product, and 2nd to last is my example of usage on one of my skins. I recommend using anti-aliasing as it will make this much smoother

First off this is just a tutorial and is meant to taken as such, It's meant to be easy to do and everyone is entitled to their own opinion please don't push your opinion onto me, as it is just your opinion and I respect that, but you also have to respect mine
