After a lot of trial and errors i present to you my tutorial on how to boost your framerate on X-com enemy unknown.
The ways that i found:
1)Lower the graphic settings in game:
Lower every setting in the game (including the resolution)
2)Mess with the game’s ini file.
*MAKE A BACKUP FIRST* just in case.
First go to “C: or D: or F: or E:\Users\user\Documents\My Games\XCOM - Enemy Unknown\XComGame\Config” and then open up XComEngine.ini file.
Open the file with notepad and press "Ctrl" and "F" to open the search menu. Type in the search box "[SystemSettings]" without the quotes.
Now set everything to “false” or “0” also you can modify the screen resolution to reach 800x600 just find these lines under [SystemSettings] line:
Set everything to “false” or “0” EXCEPT these four lines:
DO NOT MODIFY THOSE LINES OR ELSE YOU WILL FIND YOUR GAME CRUSHING!!!
By doing this you will instantly gain 10-30 fps in-game.
3)Saving some more RAM.
Go right click on your computer shortcut and select "properties"
Then go to "Advanced system settings"
Right after that go to "Advanced" tab and under "performance" select "settings"
A window will pop-out. Go to "Visual Effects" tab and check the "Adjust for best performance"
Click "Apply" and close the windows. This method will save at least 1Gb RAM so that the game can run faster.
4)Messing with Game's shortcut.
Go to your desktop and find your game's shortcut. Right after you find it right click it and select properties.
Go to "Compatibility" tab and check "Disable visual themes" , "Disable desktop composition" and if you want check "Run in 640x480 screen resolution"
5)Some useful tips.
Before playing any game do a "disk cleanup" , "disk defragment" and "disk error checking"
To do all these go to your "Computer" shortcut and open it, right after that right click on your Local Disk and select "properties"
Go to "General" tab and click on the "Disk Cleanup" button.
Now go to "Tools" tab and click on these buttons:
6)Some more quick tips.
Before running any game close all unnecessary applications like antivirus, internet, some folder and etc...
I will update this tutorial as soon as I get more information on how to boost up your performance!

That's because they run on the same engine "Unreal Engine" (except Skyrim). The second way is the most important way, and it differs from all the other tutorials. For example on this one i posted that:

And that makes it different from the others also on X-com enemy unknown you can't change your resolution to 800x600 so i wrote this:
