I could run it (on low settings) with a 1.1 Ghz CPU and an ATI Radeon 9600 with 512 RAM.

You can basically run it on anything with half a gig of RAM, a Pentium 2 (maybe 1? probably not), and a DirectX9 card with atleast 126mb of video RAM.

To run it with high settings I suggest the following as a minimum:

    1 gig RAM
    2 Ghz CPU
And a Dx9 GFX Card with 512mb of video RAM

With that gear you should get about 50-60 FPS on dust2 with high settings and a high resolution.

On my setup (under my profile) I could run full settings and get around 30-40 frames on de_dust.

    My rig is:
    1.8 Ghz Cpu
    Ati mobility Radeon X700 128mb(!)
    1 Gb Ram

Default settings of CSS/HL2 are high, but I only get 40-60 FPS and on Inferno, Nuke and Milita CSS would crash sometimes because my gfx card only has 128mb.

I currently play with a FPS config and get about 140 FPS, pretty useful for competitive play.

You are wrong. He said high setting. You can run high setting with 1gb ram and a 2,2GHz CPU and a 128mb gfx. 2 of my friend has it that way and they run it smooth.

Your PC will run CSS good. If not then it has minimum 1000 virus.

The only difference between your and my recommendation is the gfx card. And to get decent FPS on High settings I'd recommend a 512mb Card (256 minimum).

You can play on high settings with even worse equipment but you should be prepared to face FPS lag then.

    Every single one of them.
With core duo you'll never have to worry about low FPS. (Unless you're HD isn't defragmented.)

Well me and my dad done a experiment on css which was the lowest pc specifcation and we found that 256mb of ram
    20gig hardrive
    and a pentium 3
    with a 68mb graphic card
but it did run quite well, but i would reccomend at least 512mb of ram
and a pent 4 at the lowest
    128mb graphic card.

My rig is a alienware so i run it fine.
But steam does cause me alot of problems!

Err... All of those can run CSS really good, the only weak point I see is the X1300/GeForce 6600. I'd get a GeForce 7600GT/Radeon X1650XT or higher(I personally recommend the 7900GS or the X1900GT for CSS, it can run the game without any problems at 1280x1024 with 2xAA and 2xAF, making for a pretty smooth gaming experience. They are also inexpensive, a great plus).

I'm ordering a system next week, and the specs are okay. The price is approx. $1700.

CPU: AMD Athlon 64 X2 3800+(I know C2D is a bit better, but the AMD's are cheaper and not as warm)
Mobo: Asus Crosshair, Nforce 590 chipset and socket AM2. Good reviews and lots of cool options.
GFX: I'm thinking of getting the 7600 Fatality, mainly because it's gotten good reviews and it's at discount at the webshop I usually order from. I'll get the X1950Pro if not, though.
RAM: 2GB OCZ Gold DDR2-PC6400 should do the trick.
PSU: Hiper Type-R 580W Modular. Great PSU for this system, and cheap.

That pretty much covers the basics, I already have two 250GB Samsung Spinpoint HD's, so I don't need that. The rest goes to stuff like a case, cooling, DVD-burner and other tidbits. Not a bad purchase at all, plus very upgradeable.
