That powersupply prolly isnt strong enough. Thats the first thing I see. Then, is that GPU PCI-E or AGP and waht kinda card did you use before you bought it?? EDIT. Its AGP. Did you install your motherboards AGP drivers?

Yes 400 Watts but depending on how many AMPS they put out. My x850xt requires 300watts but my 420 watt wouldnt work because it was 17 amps on the 3.3v rail. You need at least 18 and thats pushing it. Sounds like your overkilling your PSU to me. Also, what motherboard are you using? It mite be too old to be compaitble with the card.

Seems like ur not listening tho. Im not talking about AGP, im saying, many new cards now arent compatible with older mobos. The x300 from ATI doesnt work with my motherboard and such. Take out the card. Put it in, and then try it again. See what happens and tell me how many beeps there are.

Does you computer work if u put the fx 5200 back into it? Be sure to totally uninstall teh drivers for it and then use Detonator Destroyer to totally clean it.
