Alot of the servers I try to join give me an error that says somthign about "Server needs consistancy with file V_SMG_P90.vtf" or somthign like that. It even happens when I try to CREATE a server... I know what the problem is, ppl don't like others to have custom models, but is there anyway to get around it. and is there a way to turn off the consistancy need on my own computer so that i can test my skins in peace?

Before creating your server, go to console and type sv_consistency 0

    then enter
    .Long.Live.El.Lobo.

That command will let you skip the consistency check, but use it at your own risk.

You won't get banned, of course not, but when a model is unconsistent, it means something doesn't work well with it. You might see strange "W" models in-game.

Is there a way to fix the actual problem instead of jsut a work around or does it all dpend on how the model was made compiled etc?

Well, you would have to recompile the world models.
