Using .bcs files

So, in the HL2 files are .bcs extensions, which are files used by Sonic Foundry Batch Converter (a long defunct program) to add effects to sounds. The two main one of interest are distorto_radio.bcs and hl2_radio_voice.bcs as they are effects used to create the overwatch voices (both announcemenct and CP radios). I was wondering how these bcs files can be applied to sounds using a modern program that isn't defunct. I have seen a person on the Nebulous HL2RP forums do it. He wasn't really clear on how he actually used the bcs files, although he did mention something about converting them to .bj files. That thread is here. Help is appreciated
