I know how to extract the narcs but I don't know how to use the files inside. Even just understanding what file types it is would help.

The voice clips are XWM or XWMA files. I used a tool called xWMAEncode to convert them to WAV and back. I can't post links yet but googling "xwmaencode" will bring you to the right place.

Edit: You can just replace them with WAV files.

Once you extracted the .narc files, do the laziest thing possible: rename the new files without a file extension and tack on a ".wav" at the end.
You don't need to remove the file extension again when packing into a .narc again, so don't worry.
That's how I managed to make my mods work.
