Imma seperate the possible texturing softwares into 3 catagories: Easy: Substance Painter, Quixel Fair: Photoshop, Gimp, paint.net Hard: Blender reason why i say this, is because it is definitely hard to find the right pictures to make the most perfect textures, plus some uv maps might be all over the place, and your texture result might turn the seams extremely obvious, which is bad. Blender's hard despite you are still able to see the render result (inside the blender engines that is) but it still almost uses the same techniques as the others, problem is, you have to paint it yourself, and you can't import images into it afaik, which is fucking trash. This is why you should get either Substance Painter or Quixel. They have smart materials that is able to make scratches for you, even on edges that are marked seams, the scratches would be seamless.
