You can't, you have to code them yourself but there aren't any complete tutorials on how to do that and the people who do know how to do it don't really share any information.

Your best bet (if you're not good at programming) is to find a mod with new stuff added and use that mod's .dll file in order to have the new content in your game. However there aren't many mods that have new enemies and even less mods that have new enemies and use the sdk 2013 since as I said not many people know how to code npc's.

Also many of the mods that add new npc's also change the gameplay drastically.  You can wait for this mod to be finished but who knows how much it's gonna change the mechanics of the game till then.

Your best bet is to use the Source modding base found here, but it uses the 2007 version of the sdk and mostly adds HL1 enemies.

There's also SMod but it doesn't do a whole lot with new NPCs but it does have Combine Assassin, Bullsquid (red version), Houndeye, Friendly Combine/HECU, and a few others less noticeable but it runs on the Pre-Orange Box version of Source so quality isn't best. What I don't like about it are the joke weapons and the weapons that look really out of place.
    Dang typos.

I have also thought of making my own but since I don't know how to use hammer and tutorials that are up to date (like using the latest softwares instead of ones from years ago) are very hard to come by, I can only just type up what I have in mind.
    Dang typos.
