Custom Sound Too Quiet

Hey, I know that this question has been asked 500 times now but there is still no solution.
I'm using Audacity to replace the voices of all L4D2 survivors. Even though my audio matches the original one perfectly (.wav | Sample Rate: 22050Hz | 16bit | Mono | same length) and sounds pretty loud when I play it in Audacity, it's way too quiet in L4D2. You can barely here it while playing the game.
Someone said that "many Windows Apps to have their own volume controls", which means that an audio can sound different in each app.
Is there a solution for this problem?
