How to lower the CPU usage while playing GTA V?

Hi to all,
I need some help with lowering the CPU usage while playing GTA V and fix the micro-stuttering!

Please tell me how can I do that with creating a batch file!

    Aside from closing out of a majority of programs while you're playing and having it be the only program you have running, there's not a whole lot you can do without either messing with your video settings or upgrading your hardware. Unless you get yourself a better CPU, possibly more RAM (recommended is at least 16GB afaik), and possibly a better GPU as well (an Nvidia GTX 950 2GB card can run it rather well), you're not going to be able to do much in an attempt to eliminate the stuttering..
    Not as serious as you'd think.

    I forgot to write my Lenovo Y-700's specs:

    16 GB DDR4 RAM
    Nvidia GTX 960 M 4 GB GDDR5

    I face micro-stuttering while playing at 60+ FPS!
    And I have heard that lowering the CPU usage could be done by creating some batch file,where there is set the priority of the gtav.exe and gtav launcher.exe !
