I've tried using my own refracting textures to see what it'd do, and it only reflects. That and it isn't see-through.
Is there a way to fix this?

Wait, I was being a dummy and looking at the wrong thing. It says I'm playing the game with my hardware DirectX being version 8, and my software DirectX being version 9.
