I can't find any good programs out there to make the textures i need.

I can't really find any good programs out there to help me make the textures i need :/ the ones i tried either did't work or couldn't do what i needed it to do. Until i find a program that i can use i can't continue on makking my swep for garry's mod :/ So wich programs do you use?

    GIMP and Paint.NET are completely free to my knowledge (I don't know much about them beyond that unfortunately, I don't use those programs myself), but Photoshop would normally have to be purchased; I think you can still get a copy of Photoshop CS2 for free from Adobe's website, however. There are plug-ins for both GIMP and Photoshop that would allow you to work with a .VTF file directly (thus removing the need to use VTFEdit for conversion), so those would probably be your best options.
    Not as serious as you'd think.

    I've tried gimp and i all ready had it before but it feels so handicapped when you go from blender where the controls are great to gimp where you can't really do what you want to do :/ and i all ready got the vtf conversion part solved its just makking the textures. gimp seems so much worse than photoshop :/ most of the things i can do in photoshop i can't do in gimp.
    and i don't have photoshop i just tried it on someone else's pc :/

    Well, I can't really help you with GIMP since I don't use it. And like I said before, I think you can still get a free copy of Photoshop CS2 from Adobe's website, so there's always that option if you want to go with Photoshop.

    I'm trying to make some texture for my Panther HR-16 (a wip) I've got the animations somewhat sorted out and one of the only things i need to make before i can turn it in to a garry's mod swep with C_arms

    Either GIMP or Photoshop, like mentioned before already there should be a free copy on adobe's site of CS2 which is still fairly decent to work with. That's all you need to be honest. Quixel Suite could help you as well in actually creating the textures though.

    So wood and metal, nothing Gimp can't handle. Remember that there's a difference between what Gimp can do and what you can do with Gimp.
