Milkshape is simpler, but Blender has a more user friendly interface. I'd go for Milkshape though, even though I myself am more skilled with Blender since Milkshape has .smd support by default, and .mdl decompilers, both normal, CS Left, and CS Right MDL decompilers.

No. When it comes to Counter Strike (or any goldsource engine game for that matter), Milkshape is only useful for quick compiles. Using it for modelling is downright retarded given the other software that exists. On topic First thing I should mention is that there is no such thing as a 1.6 model. A model is a model and it can be used anywhere. You want to look up lowpoly modelling, given that the CS engine doesn't support dynamic lightning, normal maps and such. I would recommend using 3ds max, but other 3d modelling software like Blender and Maya is fine. If you do decide on 3ds max, I would definitely recommend this tutorial. Its old and maybe a bit outdated, but its the only one I can think of that focuses on lowpoly modelling alone. It should give you a general idea on the process. This is for the modelling process; I wont bother you with what comes after because it would only confuse you.

No, for the short time I used Milkshape not only does it cost money but its a vegetable. But I used a Keygen so thankfully I didn't waste money on it.
