I would look for the error/dump files, also check the system logs to about the time this happened, and see if the logs caught anything significant. Then go from there.
Also you can attempt to verify the cache to make sure no files are missing. To do So;
-Right Click on the DOD:S under the library tab(Games tab)
-Click on properties
-Once the properties dialog comes up, click Local Files
Hopefully your friend can find a solution and I wouldn't reinstall until you exhaust every other option first, considering downloading is a bitch.
Will have to wait for him to get on to tell him. Plus, he brags about having 800kb/s+ speed downloading off steam, yet his ping is 90's at best rofl.

I added steam.exe and HL.exe for DOD into DEP exeptions and the game starts!

If you choose this one I would add the steam.exe and the hl.exe in the DOD directory to the exceptions list.
Or a quicker way you can try this

1. Click Start, click Run, type sysdm.cpl, and then click OK.
2. On the Advanced tab, under Performance, click Settings.
3. On the Data Execution Prevention tab, use the following procedures: Turn on DEP for essential Windows programs and services only
4. Reboot. AND YOU'RE DONE !!!
I believe the only difference is in the first tutorial, you would actually add the exceptions for Steam and hl.exe, and the second one you would restrict the DEP to only essential windows programs and services.
