    I emailed Jeep Barnett at Valve a few days ago, got a reply back from Mike Durand about how the custom content is going to work.

    Hi Scott-

    We will be releasing a VPK creation tool in an upcoming SDK update so that you will be able to easily package up VMTs and VTFs and have them eclipse the ones that we ship.

    Our new, faster file system that relies on VPKs will always favor files found in VPKs over files that are loose in the directory structure. We realize that it makes skinning a bit more difficult than it was previously but we will be providing tools that make it easy for people like yourself to package alternate assets and install them in a convenient manner.

    Yeah, it'll probably be in a couple of weeks after Valve HQ has cooled down after tonight's Spy/Sniper TF2 Update.
