The stereotypical "Sad Violin" (actually called Sad Romance), famous from many G-mods as a joke-type of sad music. This, mixed with extremely discouraging (possibly annoying) announcer lines.

    > Where can I find those announcer sounds? Do they even play in-game?

Some of them are currently unused in game; one that I used is from MvM. I found them on the wiki here: http://wiki.teamfortress.com/wiki/Administrator_responses Hope that helps :D

You can find these at the TF2 Wiki, which is here: http://wiki.teamfortress.com/wiki/Main_Page . As far as the announcer voice clips, just search "Announcer Responses" on the wiki; hope that helps :D

They might be, I'm not 100% sure. I'm really new to changing sounds, so I don't really know much about the older way of using the VPK's very well. I used the TF2 wiki and other mods to figure out the names of sound files, then used that knowledge to figure out how to compile the sounds. I wish I could help you out more :(
