The RNG method can't be used on bodygroups, as that's entirely different. The RNG method can only control materials, as they're animated VTF textures.
You can have the models one way or another, but not with RNG textures unless they share a UV.
The base game logic for the CPs does not take into account any bodygroup or skins outside of the Manhack deploy bodygroup. Adding such functionality would require either custom map entity logic or custom code binaries.
