How is this level of LOD possible?

The other day, I saw a streamer playing with these textures. How is this possible? He says it's lod level 15, but normally lod level 15 would not be as flat as this. How would one achieve this look?

Maybe they has Nvidia Properties on which idk the settings cuz my pc only has a intel processor.

I may have figured it out, I asked this question on Mastercomfig discord and someone told me about a program called "libstrangle". Though it only works on linux, that's probably the way they did it
