Anyone know what is this ghosting effect?

Question

I don't know how to solve it, I'm a little confused to be honest.

If i'm not wrong, its between anti-aliasing or bloom. Some mods will make blurry or ghost effect that's why i'm always set off or low that 2 option

I believe this shows up due to certain locations having some sort of environmental overlay effect that carries over to character screens. For example the lake where you fight kelpie has this, but if you move to any major city this should disappear.
