How do I fix weights?

Question

Could someone help me? I'm trying a mod for the first time. I've watched a lot of tutorials on how to use Blender and how to make Genshin specific mods. I'm having these issues importing the model, and everyone tells me it's because I need to fix the weights, but I don't know how to do it because no tutorial makes it clear.
