Two possibilities for the cause of thisLight and/or Material maps don't match up for that section. The different channels (red, green, and blue) for both of those textures affect different things (like glossiness, metallic sheen, material properties, etc), but basically what would cause the specific issue you're seeing is if the shorts section of those textures didn't match up to the skin. So check each channel individually (you can do that in paint.net or photoshop pretty easily) and make sure the shorts section matches the rest of the legs.It could also be a normal map issue. Normal maps in a nutshell affect how light and shadows show up on the model (primarily used to make things look more detailed than they really are). If the shorts section of the normal map hasn't been smoothed out to look like the rest of the legs it could cause something like this. I wouldn't usually suspect that it's normal maps, but the fact that someone else mentioned XXMI makes me suspect it (XXMI has a "fix" for improperly loaded normal maps which replaces them with blank versions). If it is normal maps then I recommend taking a look at my tutorial on properly fixing them, since the automatic fix causes a degradation in shading quality and is really only a temporary failsafe measure instead of a true fix.
