How to fit a 2048x2048 texture on a 512x512 canvas texture without compression?

I know this is an odd question especially coming from the guy who made "HL2  Remastered HD texture"  but all this time I've been manually editing HL2 Textures straight to the vtf file and as a result of resizing the textures to the 512x512 resolution it got compressed, to source engine texture creators, how do you use a 2048x2048 texture to fit a 512x512 base texture without losing resolution?

    You can't lower the resolution without lowering the resolution..
    However, I think I understand your actual question;
    If you want to replace map textures with differently sized textures, while maintaining the original alignment - you have to add a parameter in the material (VMT file) telling it to be the right size in-game, $basetexturetransform

    You can use $basetexturetransform to tell the game how to scale or move the texture without re-aligning it in hammer, for a new texture that's twice the resolution of the original, you'll have to set the scale (on both axes) to 2.. I think, could be .5 too, just try both I guess one o' them should work.
