Is there a way to make npc models into playables?

Question

Question, say I have a mod for a nude NPC. In this case, Capitano. Is there a way I can put that model on a playable character? Example being Kaeya for the model swap.

Not unless you get the blend file from the modder and make it into the character that you want.
