Hair on hats, or on player model?

Question about hair

I've been thinking recently the correct way to add hair to a model, while I have experimented with using a hat, it doesn't work as well as intended as a majority of hats that would be good for creating hair bounce as you move around, almost off the player model. I've been thinking, but how about putting it on the player model itself? I'm not sure how much conflict it will have with other things, but here it makes sense. The reason I'm even asking this question is because a skin is a skin, but for the full package, you gotta have the hair. One of my friend wants me to make Goku for him, but what's Goku without his hair?

So yeah, what would be better, replace hat texture, or put it straight on the player model?

    Putting it straight on the player "model" (i'll call it sprite) might make problems, since there are limitations, which is an invisible square around the sprites for the crewmates, so the only solution is replacing hat textures.
