If you want the stable version (say, to use older mods), it's on the official Sonic 3 AIR website. The version you want is v21.09.28.0.I would definitely recommend the preview however, as it contains more features. I would also use that version for making mods. So far, I haven't experienced any major issues aside from incompatibilities with some poorly made script mods. Also, it's a preview so of course it's going to be buggy.
