How do I know a mod is safe to use online?

If a mod doesn't state its safe for online how would I be able to check if its safe?

I think that as long as its a skin mod and not something that changes online gameplay, it should be fine.

usually they say but anything that changes stages is a definite unsafe, skins are typically good, and new stuff (like weapons that arent skins like specials) are also not safe.
