"ACT_VM_DRYFIRE" only works with 2 pistols?

Question

So there's an activity called "ACT_VM_DRYFIRE" and that's when you shoot the last bullet of a weapon, and this was in the qc file for all the pistols. So I was planning to update some pistol mods with that in mind, but when I tested them in-game it only worked for the deagle and elites. I thought I did something wrong until I check on YouTube for a showcase of the cs source weapons, and yeah it turns out that "shooting last bullet" animation only works for the deagle and elites out of all the pistols. Now, why does it only work for those? What did Valve do or forgot to do?

Valve forgot to port CS to S properly.

yes, I think the "dry_fire" sequence in the pistols' *.qc files , (usp,,glock,,p228,,fiveseven) didn't work.......but (deagle, elite) work fine. I love css, but this game maybe need remake

Because it was intentional? Same thing for csgo EXEPT you can change weapons more easily. changing anything to class weapon_deagle will make viewmodel play dryfire anim. can't do this in css since you can't change weapon classes.
