EXCE's Ceaser mod still broken

Question

It has been over a year since this mod broke and lower half bugged and I still can't find a way to fix it. I've tried everything including trying to manually fix the ini file myself. Does anyone know what I'm doing wrong and how I can fix it?

Can you please show/tell me what's wrong with it exactly? The screenshot looks like the mod is functional? I just downloaded the "exce_-_caesarking_regular___.zip" version and it seems to work as intended.
