Should Recolors be permanently Banned?

A good example of a mod that has some effort in it is the Knuckles Cutscene Palate. Not only does it change Knuckles' sprites, but it also adds in some other options if you don't want just a pink knux with yellow socks. They also changed his special stage sprites to reflect the 3 mods of your choice, and there's even a cool effect where the custom super Knuckles gets yellow eyes. On top of that, it's compatible with other mods for Knuckles, such as Sonic 2 inspired, or Beta Knuckles, if the mod is a higher priority of course. Meanwhile Blue Knuckles...is just a regular palate swap with no real effort put into it. So I say yes to the ones that have no effort, but no to the ones that actually try.
In my personal opinion it should be fine as long as it's inspired/based on something and just not for the sake of it. Turning sonic black,green or red for the heck of it yes ban it but if it's inspired and actually offers something then go for it. I will say something that was banned that I personally think shouldn't have was the saturated Hyper Sonic mod. It gave hyper sonic colors that was easier on the eyes and honestly made the form look cooler.
Palette mods already exist, and for the sake of simplicity, any user should be free to upload their palettes. There are already interesting things such as prototype palettes, or palettes from other games such as the Mania palette.
Banning recolors is like banning the use of the Sonic 1 art style (If it was not enough, Mod.Gen style was banned), several people like the S1 style and it has potential, just like the recolors.
There is no need to learn about the engine, or to make scripts for a mod to be accepted in the community, and that is why I think that the palettes are a good option for beginners, intermediaries or advanced.
