Well, thanks to arof's work on P3R XP Scaling Reduction, we can now modify the table responsible for determining how much EXP your characters receive from lower or higher level enemies.
All this mod does is set all EXP values for enemies to 2.3 times the normal.
Disclaimer:
The Great Clock does not apply its leveling function if a party member does not gain at least 1 EXP from a battle. Therefore, if a party member is overleveled, but the main character is more overleveled, they won't be able to "catch up" sans out of depth encounters such as Monad fights.
If you wish to use the Great Clock for this purpose, you can disable the mod, go fight a block 1 encounter, and then re-enable the mod.Note that the main character's Personas will still receive EXP normally, but that shouldn't affect much other than letting you grab higher-level skills without becoming overleveled in the process.
