What do you need the CFG for? You don't need any CFGs to use any skins, but if you want one just so you can play the sound then yes I suppose so. If you're replacing any existing sounds then they should automatically replace the original if placed in the correct folder with the correct name. I don't know much about TF2 but if the default menu sound is menu.mp3 in ../tf/ui/ then yes you'd place your custom menu.mp3 in ../tf/custom/custom\_stuff/ui/ and it'll override the default.
