USER WAS NOT BANNED AS PUNITIVE ACTION

User scrubbed their account on their own volition. Scrubbed accounts aren't meant to be able to stay logged in and post. This user managed to stay logged in and continue to post after scrubbing, so the account was banned to lock it, as was originally intended by the scrubbing feature.
