It's a good mod, and a faithful recreation of the source material, from what I remember from playing Sonic BTS way back when. However, like other people have said before me, the tile placement and some of the palettes look wildly incomplete. Try tweaking these a little so there's less, for a lack of a better word, "clipping" between tiles.
Also, and I forget if these were in the original level or not, but there are some points where you drop off the level into a bottomless pit for no apparent reason. Maybe you could block off these areas with a wall or something, or at the very least alter the level design to slow down the player's momentum so that they don't go careening off a cliff without any time to react.
There are also some weird entity placements here. Some objects (like springs and whatnot) look like they're floating in midair. Try lowering these a little. Also, some enemy placements are pretty bad, with the player being sent running straight into the enemies without any sort of reaction time. You may want to fix these issues.
Other than that, though, this looks like a promising WIP level. Keep up the good work. I look forward to seeing what this level will look like when finished.
Judging from footage, this mod looks really incomplete. Palettes are all screwy for once, and the collision looks like it's not great in a few spots. If I were you, I would've posted this as a WIP and not a map.
