You can download the Mod Loader here.
Steam has a built-in screenshotting feature, perfect for taking pictures of your mods, but the default button for doing so is F12. If you have the developer mode on for Sonic Mania, this will need to be rerouted, as F12 is the pause button for the entire window in Retro Engine.

- No backporting of Plus DLC features. Mods can be posted here that are compatible with Plus, but do not make your mod about accessing these features.
