have no idea how the features' algorithm works, but I haven't seen
anything really like too many "low quality" submissions getting
featured all the time honestly, so I don't believe anything is wrong
with the features system so far. Yes, there might occasionally be some
of those submissions getting featured, but not always.
I remember a too low quality submission that was featured 3 times which is illegal/unfair
I'm sure that views are a part of features' algorithm that matter for a
submission for it to get noticed/featured, so if a content gets a good
amount of audience which triggers the feature, then I don't see how it
is illegal/unfair, as you can't really blame the audience here.

liked/rated it, but didn't find
the need/a reason to post in?
It's like forcing the audience that they must post anything even if there's no need/a reason to just to show that a submission is "high quality".
any case, it's kind of dumb to judge a content quality by the amount of
comment(s) on it.
story, the current features system is working fine in my opinion.
