All my sound editing programs can't increase a sound's volume for shit.

I was wondering if it would be possible to add a vignette to TF2.

For some reason, some of the sound files that I try to edit come out in slow motion in-game. Not just gunshots, but music too!

TF2 maps are unplayable due to a huge amount of lag when you try to play on them.
