sv_pure 1 inconsistency

Sound Mod Problems

Here are 2 main questions that I'm so confused with:

1. How is dispenser_idle.wav allowed on Valve server?

I've checked that server's whitelist by the command "sv_pure", and in tf2 console it did not said "sound\ weapons" is in that whitelist (screenshot below). While my custom medigun healing beam sounds (located in "sound\ weapons") has turned into weird, distorted noises, the custom dispenser music I downloaded from the workshop is playing normally. This brings me to another question:

2. Does bit rate matters?

I'm new to making custom sounds, so I looked up a guide on making custom dispenser music. The author says "The bit rate must be 1411kbps, or else TF2 cannot detect and load it". But, the original file is 352kbps. So, why specifically 1411kbps? Is this the reason why my other custom sounds are not playing properly? Or does every custom sound mod needs a specific bit rate?

I'm so, so, so confused right now. Please help me!

    some sounds will get really bad artifacts if the length doesn't line up, especially the looping ones. your medigun mod isn't as long or is longer than the original medigun healing sound, but your dispenser mod lines up correctly. also, most sound mods are allowed on sv_pure 1.
