How do I link two existing bones in MS3D?

Is it possible to do this or do I need another 3D modelling program?

I successfully ported BMS Gonarch model. The model plays all the animations. But it doesn't move.(Can't walk&can't run) 

I've been dealing with this problem for a day.I found that problem today. The root bone (the first bone) was not attached to the other bones.

In MS3D, I couldn't find any settings to connect a bone to existing bones. Or I'm too stupid to find.
