This model is quite obviously made by Raphaël de Bouchony aka Tron. it can be found on scifi3d.com.
The reason why no UVs or textures are on this mesh, is because Raph made it for intend of offline renders. Not game use, and as such he got away with just using max materials on the helmet/armor, and this spankwire fool probably can't UV or texture worth a damn, and is only trying to get props by ripping off genuine artists work.
still it looks nice even though it is quite inaccurate. especially the chest box lol.
I thought it would be nice to make this into a wearable hat in conjunction with the equipment manager plugin. Only after decompling succesfully and trying to compile again with GUIstudioMDL i got this error:

Pros: Nice model, good rigging.
Cons: Solid 1024x1024 colour textures, are you kidding me?
Improvements: UV-map that big mother, bake some shadows, detail the texture and fix the occasional shoulder pad clipping.
