I don't know what's going on but I am unable to asses this submission with comments. I was only able to asses with no comments. Therefore, I'll post my coments here.
Normals are well done, looks like most of it was done by hand. Phong isn't over the top. Looks pretty realistic.
Normals are somewhat too extreme when viewed close up. However, from a distance, they look realistic.
The mipmaps on the normals are kind of strange, but it's an optimization that is needed with really large textures like these. So, no real gripes here.
The flashlight issue I posted about earlier does indeed have nothing to do with this release. Further tests have shown that. It's weird that I didn't notice the problem until I went to review this replacement, but that's my own fault I guess.

How is it now that you check if your card has pixel shader 2.0?
Well the easy way: if you know what graphic card you own the name of it like GFORCE 6XXX-->8800/9600 have pixel shader 2.0/3.0/4.0. if you have ATI just type on google your graphic card's name and search details of it, it's not hard!
This is great! Just like your last player skin pack, and now that others can use your skin IF they have the proper Pixel shader. Although I'm not sure if ill have the same lagging problem with the skins like i did last time. but then again, it was only one server.
Honestly, I liked the first one, I love your normals, and I thought that you had the perfect amount of it. But this is really really nice looking in-game, does it still have that problem with everyone turning silver-ish?
