There is only one step, actually.
Extract folder 'custom' to 'portal' in your Portal directory (for me, that would be Steam\steamapps\common\Portal\portal). If you already have folder 'custom in that, just extract everything in
This is honestly a very poorly made submission. While I can at least say that you went out of your way to put effort into making this, I'm afraid that effort doesn't show in terms of overall quality. On top of an over-used fad that died at least two or three years ago, all you really did was just copy-paste a bunch of images over different sets of textures and call it a day. On top of artifacts appearing in the textures, this generally just doesn't look good. Sorry dude, but there's really not much to go by that would be worth giving this a positive rating. You tried at best, but you might want to take some time to work on improving your skills before you submit more content. Stick to the WiPs section for a while so that you can get feedback from the rest of the community, and hit up the Tutorials section to learn some new techniques; you won't regret it in the long run.
