I'm not sure on that regard personally. I've had hammers with handles being painted, and you would be surprised at times how thick the paint is. Though, those handles were made from wood, not from metal such as in this case.
For me as a result didn't feel too akward or unnatural. It could probably be toned down, made less thick, but making it flat would really not be realistic either.

Just the fact that the paint sticks out. Seems a bit off to me. Probably just personal taste though :P
