OKAY... since someone obviously didn't understand my message, I'll go more in detail.
The first thing I'd like to complain is that the textures are way too low resolution. I don't say the originals were high-res either, but this is a custom release, so I'd like that fixed. BUT, I think that the texture are even lower res than the originals! Also, while we're at it - the textures have lots of painted-on lighting. It's 2013 and most engines can handle dynamic lighting, including Insurgency.
The model is pretty low poly. It's really flat, it doesn't have the detail other models would otherwise have. It's reaaally low poly, judging from the screenies, I'd give it about 1500 triangles, 2500 max. Today's standards : at least 8000.
And, judging from the screenies, I don't think the release has normal maps, which is even worse.
Now, this doesn't include custom sounds and textures, but I guess that's okay, because the ones provided by default in Insurgency are awesome anyway.
TL;DR: The model would look great in Goldsource. But it doesn't look great in Source. If you compiled this on, say, Mr. Rifleman's AKM model, the rating would be much, much higher.
EDIT: Damnit, it does have normal maps, but they're mostly flat + it appears they have been made from the diffuse. So that doesn't change anything.
