Try this: http://steam.gamebanana.com/tools/5083. Before you decompile take .mdl, .phy, .vtx (copy and paste this file and rename it .dx80.vtx), .vvd. Open .mdl file with notepad++ or programme's notepad and change first "1" (without quotes) to "," (without quotes). Then just decompile. I don't know how to change your model's name or compile it because I'm still looking for an answers to that.

It's a server-side model. So no it's not just a permanent re-texture.
